Freelance web design recommendations (small projects)

Hey everyone!

Do any of you know of any small web development companies and/or freelancers who you would rave about...recommending them for other projects?

I've got three nagging issues with a site re-design that I've been trying (and failing) to resolve for weeks now on my own (responsive menus, some problems with Google mashups in a touch/tap mobile environment, and a bit of light CSS work that has me stumped), and I could use some help from someone with a higher web development "pay grade" than me.  :-)

Just looking for a few names of people who might be looking to make a little money.  Who knows?  It might be something that a person who knows what they are doing could resolve in a couple of hours!  But I could sure use some help.  So if anyone knows of a great person/company who might fit the bill, I'd love to hear from you!

What CMS are you using, if any?

That may make the difference on who one could recommend.

First of all, apologies for taking so long to respond! Secondly, I am not your web developer for such an issue, but if you can find someone to pick their brain and use as a sounding board, it may be all you need.  In the past, when I have had a difficult programming issue, all I needed to do was to ask someone and talk about the problem.  One or two quick suggestions and I was off and running.

I am mostly a Joomla developer and work with SharePoint at work, but I hear you about responsive design and css work.  It can be frustrating to find the issue!

This raises an interesting thought... If the work can be packaged up as specific problems that have a current broken state and a well-defined desired success state, they might be a good fit for a freelancer outsourcing web site.

Outsourcing online can certainly raise ethical issues, and probably will not generally build strong relationships with an individual coder or shop, but might be a very good way to solve a specific coding issue. Has anyone used sites like https://www.elance.com/ or http://www.psd2html.com/ in this way? If so what have your results been?
