A good question, and I think something that is still being hashed out. Trent Walton's blog posting sheds some light on the current discussion of :hover and the mobile space:

So many traditional UIs depend on :hover as the cue to show some content or navigation. But :hover loses context on touchscreens. As touchscreens become more popular, particularly on mobile platforms, what will take :hover's place?
