Ah, well that makes a pretty big difference. Then I'd say probably about a 15% increase in salary or $7500, whichever is more, unless they're making a pretty big jump up the ladder for it.
We recently decided on Drupal and purchased support from Acquia Drupal. We've been pretty happy with them so far. Great response times and access to free webinars that have been pretty helpful.
There's no real "professional organization" per se yet. The HighEdWeb group had been working on something like that though, but I'm not sure where they are at in that process.
As for conferences, I'd generally recommend HighEdWeb and EDUWeb.
