Linking To External Videos - Accessibility Concerns?

Greetings!
In my office, we require anyone wanting to post (embed) a video on the College Web site to provide us with a full transcript before we'll post the item. I am also working on implementing a keyboard accessible version of the YouTube player (I have some javascript I found on the Web that implements access keys). Once that has been tested, all videos embedded on our Web site will utilize the accessible player.

However, I have recently run into a situation where a colleague wants simply to link to a video (without captions) that's hosted on YouTube.

What are your thoughts about linking to (not embedding) a video from the College Web site that does not meet accessibility standards (namely, no captions, but, also the fact that YouTube's native player does not support keyboard accessibility)? Is this kosher?

We are a state-supported institution.

What does university policy say about it and what are the legalities in your state re: accessible web content? From what I understand, if it's hosted externally, then you are not responsible for the content or its accessibility.

Also, does your institution have branding guidelines on using externally-hosted video?

Otherwise the best thing to do would be to go all out on principle and get access to the actual video file and keep it up to standard. Or if your colleague owns the content, get him to agree to caption it etc and make it as accessible as possible.
My department is pretty much the policy maker when it comes to stuff like this. The only policy we have in place, which I developed a few months ago, deals with content owned by the College. We have not really dealt with content owned by external entities before.

Really, I was basically looking for information about what federal mandates might say about Web accessibility when dealing with a situation like this. As far as I am aware, our state does not have any additional policies in this arena.

The content in this particular case is actually owned by another state institution, but, as we all know, not everyone conforms to the guidelines they should.

This is the approach we take as well. For me this is not about policy, but about doing the right thing. We go out of our way to make sure all of our videos, whether they are hosted internally or on YouTube, are properly captioned and accessible. With today's tools, this is easy to accomplish. We also take the extra step of working with videos that are not ours. If there is a video we want to embed or link to on our site, we will work with the creator of the video to make sure it is captioned.
Thanks for the tips, guys. I will definitely look into improving the way we offer video content, whether it's ours or someone else's, on our site.
