USC are still grappling with replacing it's CMS, and have been for about 2 years now. It's finally coming together but we're also currently in the process of launching a new website to go-live before xmas, so we're busy on 2 fronts. How's things going at CSU? With your work as Web Coordinator, I recommend you take a look at Wiziq's virtual classroom and authorstream's power point presentation platform. Both are web based platforms, have a bunch of features and free basic service.
Our Advancement division and each of the faculties has its own in-house web team, which is preferred as they are then familiar with the university's web and editorial style guide, branding etc. It's usually the Research Centres with external funding that outsource to external contractors, to the university's guidelines. I don't have any names for you, but can ask around.
There are a few little projects happening using external people, but most are outside of my core web team for "3rd tier" sites associated with the uni. I am relatively new and am in the process of putting together a redevelopment strategy for 2009. Short answer is I would not have any to recommend at this stage but would be happy to have a chat as I go through a parallel process soon
my area does almost all the static web site design and development in-house and also access another internal team for dynamic application based web development (PHP, Java, PeopleSoft, ...). We collaborate with external relations for the web style which we code into our CMS and then train and monitor publishers to use correctly.
I get approached by external companies from time to time and external relations has used them for some relatively specific work but in the main they usually fail to understand or cost effectively meet our web standards so in general the internal group is the best choice.
